no idea where to put my mascara?

ok i have a delema ii have no idea where you should put your mascara!!!!! my mum said you should put it under your eye but then it look right and my aunty told me to put it where your eyelashes grow off that skin sorta thing i have no idea!!!!!!!!!!! plz help
when i said mascara i ment eyeliner whoops

any one knows where can i buy this mascara please?

mixing mascara with water?

ok, well i got new mascara
but it’s too thick
so to thin it up a bit i added water,
& it works like a charm.
im not saying i added a whole lot of water though
just like 3 or 4 drops.
but when i looked it up on the internet, it said that adding
water with mascara can make an eye infection
because water doesnt blend well with mascara or something. . . ?
any one know about this? :S
