My fiance has the same problem. Her thighs and hips are much larger in size than its size. We did not find any place that will take care to match its good for nothing even close to cheap. Sometimes she is lucky. . . but this is rare.
I have the same problem, I used to buy the elastic material that fits me better at the waist and my hips and it is too comfortable.

I have the same problem, but I’m like a 6 to first because of my small breasts, but my hips varies between 8-12 and its so boring because I’m going to buy clothes that fit me a month and it will change the next. Try Dorthy Perkins jeans although they did not suit me (by month) and all skirts are going a little puffy so you disguise hips (well make them look smaller), and make your waist look smaller .
