What to wear with a high waisted sheer maxi skirt?

It’s a sheer navy blue high waisted skirt, I want to wear it but I don’t know what shirt to wear with it. Any ideas?

    A poofy type white blouse. Not like poofy sleeves, but a white blouse that you can poof out with black or navy blue buttons. Roll the sleeves up just a little/cuff them, and unbutton the first two buttons. Curl/Wave your hair and put it up in a Messy/Professional Updo. Add a ring or earrings, maybe a necklace with it and wear some dark booties/wedge heels with it. Then you’ll look pretty and professional. Oh and do some kind of smokey eye look for this and make your lips very light, so you won’t look slutty with alot of makeup. Go to AndreasChoice for the makeup and Bubzbeauty for the hair.
