How do I tie shoulder length layered high pigtails?

I saw on tv ashley tisdale hairstyle even though she had long hair i think its possible with shoulder length hair. . just im not sure how?

    first u tie the short layers up and then u get the rest of the hair and tie the pigtails same hair believe me i know
