I have brown eyes and tanned skin too and i think that as long as you don’t pile it on its fine and quite nice, but then again that’s my personal opinion, so really it’s just whether or not you like wearing it.
Black eyeliner looks good on anyone under the age of 40. If you want to mix it up a little bit, you could always try a dark purple eyeliner or a dark green.
No it’s not harsh at all since both ur skin and eyes are dark. It would be harsh if you had fair skin and green eyes per say, but then again black eyeliner also flatters fair skinned girls.

I always use black liner because it goes well with the smokey eyes that I like. Also, brown liners don’t really show up in my eyes.
AS you can’t change the eyes or the skin, try alternative eyeliners.

No I love it I use it it makes my eyes look bigger and the brown eye color looks lighter with the darkest black eye liner

No, not at all. It all depends on how you apply it & how you look, From my perspective.
no i don’t think it is to harsh. i have tannish pale skin and greenish blue brown eyes and it does not look harsh on me.
