A base is normally your foundation (color) and the primer is a what you use to smooth out the surface of your skin to get it ready for the foundation. It helps your color stay in place longer as well.
I believe they are the same thing. For example, Shiseido calls it mascara base, but most other brands call it primer.
As far as I know, they do the same thing-prepare your lashes for mascara, so it will look better and last longer. Hope this helps
The main difference is colour. Primer has little or no colour, it’s meant to protect your skin and help the makeup last longer. Base is (or should be) the colour of your skin.
Base and foundation are the same thing. You can use it without a primer, I’d suggest applying moisturiser and letting it soak in for a few minutes first though.
As for the eyeshadow thing, trying to use a liquid base on your eyelids is tricky. As soon as you open your eyes, the lids crease, and the whole thing gets smudged, it looks patchy and awful. You can use a powder base on your eyes if you want.
