I use semi permanent hair dye and i heard mixing conditioner has the benefit of making it brighter anyone know if that’s true? if so is it a certain condtioner or will any kind of conditioner work like mane n tail?

I have deep chocolate brown eyes(my hair is the same deep shade of brown) and light brown skin so I was wondering what color eye liner/shadow I should wear to make my eyes pop. Also, what color hair would look good on me if I decide to dye it? As much details as possible please:)
